Department of Labor, Office of the Assistant Secretary
of Administration and Management (OASAM), Information
Technology Center (ITC)
Since the fall of 2002, NetStar-1 has
provided professional services to the ITC in the U.S.
Department of Labor’s OASAM. The NetStar-1 professional
services team integrates with existing federal and
contractor staff to provide performance-based support to
include Networking, Systems, and Security services.
This contract facilitates the on-going support and
redesign of the OASAM Information Technology
infrastructure. The NetStar-1 team provides operational
support as well as provides performance-based services.
The operational support services are required to
maintain the existing infrastructure and ensure the
achievement of established service level agreements. The
project services are required to support the evolution
of the DOL and OASAM infrastructure and the DOL mission.
NetStar-1 provides the defined support services to
fulfill DOL’s requirements across the full array of
technology services to include Network, Advanced Server
and LAN Systems, Application (Oracle) Development, and
Security Services. All project and solution enhancements
follow the existing DOL Standard Operating Procedures,
rules, regulations, and processes. The NetStar-1 team
adheres to the System Change policy and the DOL Systems
Development Life Cycle (SDLC).
Department of Labor, Security Services
Since the fall of 2002, NetStar-1 has
provided information security operations services to the
ITC in the U.S. Department of Labor’s OASAM. The
NetStar-1 team has achieved OMB-required Certification
and Accreditation (C&A) for all ITC-supported major
applications and general support systems on DOL’s
critical systems list. In addition, the team provides
day-to-day security operations support, monitoring and
responding to security alerts, insuring deployment of
system patches and anti-virus updates, and investigating
anomalies and suspicious activities in the DOL
environment. The NetStar-1 team has also been
instrumental in improving DOL policies, processes, and
procedures in such diverse areas as emergency
operations, incident management and response, and user
account management and recertification.
Specifically, under this task, NetStar-1 performs the
following tasks:

Oversight for the establishment, implementation and
adherence to policies and procedures that guide and
support the provision of information security
services

C&A support for general support systems and major
applications including development of risk
assessments, security plans, system testing and
evaluation (ST&E) and contingency planning leading
to Authority To Operate (ATO).

Risk assessments/analyses to assist the organization
in developing security standards and procedures that
support strategic, tactical and operational
objectives on a cost-effective basis

Systems security architecture and engineering
support using IATF Defense in Depth design concepts.

Personnel, physical, and technical security controls
recommendations
-
Information Security Incident Reporting program
management to ensure the prevention, detection,
containment and correction of security breaches
-
Security violation problem resolution management and
tracking
-
Information security training content development
and delivery for seminars and instructor-led classes
-
Coordination of information security awareness to
all organizational members
-
Certification of IT systems to meet predetermined
security requirements
-
Security reviews on major applications to complete
Interim Authority
Additionally, all NetStar-1 team members
possess familiarity with E-Eye Retina; ISS; Nessus; NMAP;
NetIQ; PIX; CheckPoint FW1; UNIX; Windows NT, 200x, and
XP; PKI; Private I; VPN; Computer Forensics; Raptor;
Silent Runner; and Cisco Network Integrated. Each team
member has a Working knowledge of OMB, GAO and NIST
security standards and regulations. They all have the
requisite ability to work with vendors, IT associates,
and user departments to enhance information security.

maintenance and changes in support of DOL’s operational
mission. Additionally, NetStar-1 provides project
support services based on the SDLC defined methodology
and in accordance with the DOL OASAM defined policies,

Advanced Server and LAN Services Support
NetStar-1 provides daily operational support
services to monitor, maintain, and control changes to
the DOL server infrastructure. NetStar-1 provides
project support services based on the SDLC defined
methodology and in accordance with the DOL OASAM defined
policies, procedures and Enterprise Architecture. Unix
Administration services are performed. NetStar-1
personnel install, configure, and administrate DOL
Operating Systems. Below is a list of the existing

Department
of Labor, Application Development Support
NetStar-1 provides Oracle database
administrator (DBA) services to the ITC for several
critical applications. The task includes the critical
task of planning and implementing database backup and
recovery strategies. NetStar-1 provides Oracle
Application DBA (OAD) expertise for cloning and data
movement between two environments. The DBA identifies
performance bottlenecks and helps define and implement a
series of tuning steps which can be used to improve the
performance of the Oracle9i Server.
In addition, NetStar-1 provides Oracle Application
Administrator support for OSDI. This includes
understanding of the architecture, database and file
system used within Oracle Applications Release 11i. The
OAD maintains the structure of the file system used to
store the Applications product files, environment files
in Release 11i. OAD includes extensive knowledge of AD
Administration, other AD utilities, and patching. The
OAD uses the Rapid Install utility to perform both
single and multi-node installs; the AD Administration
and other AD utilities to maintain Oracle Applications;
and the Auto Patch utility to automate the application
of Oracle Applications patches, mini-packs, and
maintenance packs. The OAD has extensive knowledge of
cloning process as various environments would be cloned
from time to time.
The OAD has knowledge of 9iAS, a middle tier in Oracle
applications. The OAD installs patches, configures,
and implements 9ias. The OAD is responsible for
managing and monitoring all middle tier servers like the
Apache server, the Forms server, the Concurrent Manager,
the Reports server, and the Discoverer server.
NetStar-1 provides an Oracle Applications System
Administrator responsible for controlling access to
Oracle Applications and assuring smooth ongoing
operation. Each DOL site is provided with a system
administrator to perform tasks such as:

Managing and controlling security. Decide which
users have access to each application, and within an
application, which forms, functions, and reports a
user can access.

Setting up new users. Register new Oracle
Applications users, and give them access to only
those forms, functions, and reports they need to do
their jobs.
-
Auditing user activity. Monitor what users are doing
and when they do it. Choose who to audit and what
type of data to audit.
-
Setting user profiles. A user profile is a set of
changeable options that affects the way Oracle
Applications look and behave. A System Administrator
can set user profile values at the site,
application, responsibility, and user levels.

Managing concurrent processing. Concurrent
Processing is an Oracle Applications facility that
lets long–running, data–intensive tasks run
simultaneously with online operations, taking full
advantage of multitasking and parallel processing.
